Albert C. Blackwell, affectionately known as “Big Al” and widely regarded as the unofficial “Mayor of 7th Street,” transitioned from this earthly life to be with the Lord on September 18, 2026, just six days before his 83rd birthday. Born on September 24, 1943, Albert was known for his honesty, integrity, and deep commitment to the people he loved.

After graduating from Steubenville High School in 1962, Al answered the call to serve his country in the United States Air Force. He was a Vietnam War veteran. Following his military service, he worked for many years at the Sammis Plant in nearby Toronto, Ohio, and retired from Ohio Edison.

Retirement gave Al more time to serve his community. As a cherished volunteer at Garfield/East Elementary School, he mentored countless children, offering encouragement and bringing joy to their lives. He also played an important role in the daily operations of American Legion David Walker Post 274. For many years, he helped manage the Post and organize community events, including its annual Halloween and Christmas celebrations. As “Black Santa Claus,” Al brought smiles and holiday cheer to neighborhood families, creating memories that will last for generations.

Al’s love of cooking began with years spent beside his mother in the kitchen. He became especially skilled at preparing and grilling meats, earning the cherished title of Pit Master at Blackwell family reunions. As the eldest of five siblings, he took great pride in his family and heritage. He was a source of strength, guidance, and laughter across generations.

Al also loved being outdoors, fishing in local rivers, lakes, and favorite watering holes. On football Sundays, his loyalty was never in question. He was a devoted Pittsburgh Steelers fan who enjoyed watching and cheering for the team alongside his wife, Connie.

Whether sharing a meal, offering a word of encouragement, spending a day on the water, or discussing family, sports, and the events of the world, Al had a way of bringing people together. His legacy of love, service, and fellowship will live on in the hearts of all who knew him.

Al was preceded in death by his parents, Deacon Rufus and Sister Willie Mae Blackwell; his sisters, Clorinda Jeter and Valerie Blackwell; his wife, Constance “Connie” Blackwell; his son, Albert John “AJ” Blackwell; and his daughter, Rajni “NiNi” Faulks.

A husband and father of three, Al was also a grandfather of two and the proud great-grandfather of five. He is survived by his daughter, Terri “Red” Faulks; and his brothers, Roy (Regina) Blackwell of Wintersville, Ohio, and Harold G. “Geno” (Lydia) Blackwell of Steubenville, Ohio. He leaves behind a large and devoted family who will miss his guidance, warmth, and humor.

The family offers loving acknowledgment and deep appreciation to his cousin, Robert L. (Vinnie) Blackwell Sr. of Wintersville, Ohio, and his longtime close friend and Ohio Edison coworker, Leroy Wayne (Melody) Keenan of Toronto, Ohio.

The family will receive friends on Monday, September 28, 2026, from 6:00 to 8:00 p.m. at the Gregory-Martin Funeral Home, Steubenville Chapel, 255 S. 7th Street, Steubenville, Ohio. Minister Anthony Forte will deliver a word of comfort at 7:30 p.m.
