Retired City Police Captain Charles W. Conn, 73, of Steubenville, Ohio, passed away August 17, 2020, in Weirton, West Virginia. He was born March 1, 1947, in Steubenville to the union of Charles E. And Cloris (Boyles) Conn.
He graduated from Steubenville High School and then attended the University of Kentucky where he graduated with a Bachelor's of Science in Zoology with a minor in Plant Taxonomy. In addition, Charles proudly served his country in the United States Navy as a Gunner's Mate 3rd Class Petty Officer aboard the destroyer USS Manly, DD-940. He worked as a Back Country Ranger for the U.S. National Park Service and also worked and retired from the City of Steubenville as a Police Captain.
Charles enjoyed nature; nothing made him more happy than the great outdoors. One of his favorite places was Faith Ranch where he enjoyed horse back riding and also volunteered as a trail guide. He enjoyed mountains, camping, and visiting caves. He was a thoughtful man with a tender heart. He was very intelligent and inquisitive. He had a true respect and love for his police colleagues.
He was preceded in death by his parents, Charles and Cloris Conn.
He leaves behind a beloved sister, Carol Wires, of Steubenville, Ohio; three nephews, Jeffrey, Scott, and David Wires all of Steubenville, Ohio; a host of other relatives and dear friends.
The family will recieve friends from 12 p.m. until the time of service, 1 p.m., on Thursday, August 20, 2020, at the GREGORY-MARTIN CHAPEL & LIFE EVENT CENTER, 255 S. 7th Street in Steubenville, Ohio. Interment to follow at Union Cemetery.
