Randy Otis was born December 30, 1992, in Steubenville, Ohio, the son of Randy White Winton and Melanie Otis. He passed away on Friday, March 10, 2023, in Steubenville.

In addition to his parents, he also leaves behind one brother Mario Winton Sr.; and a host of other relatives and friends.

A public visitation will be held on Saturday, March 25, 2023, from 12:00 – 1:00 pm., at the GREGORY-MARTIN CHAPEL, 255 S. 7th Street in Steubenville, Ohio. Friends are invited to join the family at the War Memorial Building on North Street in Steubenville where a meal will be served immediately following the visitation.
